Though you wouldn’t know it by looking at the dilapidated streets and empty lots, Maquis Park has a storied history. From the neighborhood’s beginnings in the mid-nineteenth century until the early 1900s, working-class Irish immigrants populated the community. The region as a whole changed in the mid-twentieth century. African Americans pushed southward from areas near the central business district in search of cheaper rents and better neighborhood conditions. They moved into communities like Maquis Park that had been largely closed off due to segregation, real estate discrimination, and redlining by banks. Migrants also came from the sharecropping American South, and their arrival by the thousands in Chicago meant that the ghetto was always on the verge of bursting at its seams. Maquis Park’s white homeowners had used restrictive covenants to prevent the sale of homes to blacks, but such resistance was futile in the face of overwhelming population growth and the expansion of the black community.

As their numbers grew, black Chicagoans built a Black Metropolis. Maquis Park became part of a broad area of black Southside settlement where migrants and native black Chicagoans could find comfort, opportunity, and a place of their own in the bustling city. But largely they were shunted off from much of that city due to the racism of their white neighbors and the ruling white machine. While they lobbied, protested, and struggled for their share, as a partial response they turned their energies inward. Maquis Park and its neighboring areas became a parallel urban world, integrated into Chicago yet set off because its inhabitants developed institutions that mirrored those of the larger metropolis but served mostly black Chicagoans. They forged what at the time was called a city within a city.

The Southside Black Metropolis would be alternatively celebrated and criticized. It held a thriving black press, prominent black businesses, healthy and active civic associations, and the kind of diversity and spontaneity one would expect to find in an urban milieu. It was known as Bronzeville, a term that honored the unrelenting spirit and commitment of black Americans to forge the good life. On the other hand, its residents were cut off from many political and economic resources, and they were largely unable to acquire homes or run businesses in white neighborhoods. Thus the Southside suffered overcrowding and inadequate housing, limited commercial development, high unemployment, and severe blight. A mansion might adjoin a transient hotel, and a row of shacks might sit opposite a thriving entertainment district. The most prosperous black Americans were reminded daily of the ceiling on social mobility that kept them segregated and that forced them to fend for themselves when the city’s institutions failed them. For this, they shouted at both the ruling political elites and their own black political representatives who worked in the city machine.

In their drive to provide for themselves, black Chicagoans developed an alternate, underground economy–one interrelated to, but distinct from, the wider urban political economy. Even though black laborers were a significant part of the city’s industrial and service sector labor force, there were not enough jobs available for black job seekers. So they worked for menial, off-the-books wages, often in their own community, as janitors and cleaners, waiters and entertainers, shoe shiners, tailors, house-painters, and general laborers. Whites would not hire black contractors for home repair, but they would turn to black women for domestic help, housecleaning, and child care, and they typically paid them under the table. Although black businesses flourished, there was inadequate financial assistance available from white-owned banks. So those starting businesses and those needing cash to survive a downturn went to unregulated creditors, loan sharks, and political bosses for a loan–for which they faced not only high interest rates but also physical harm if they were unable to repay. A significant share of this parallel economy involved criminal work, like numbers running and vice, in which not only were the earnings unreported but the activities themselves were illegal.

The outcome of all these practices was the emergence of a vibrant shady economy in Chicago’s Southside. Well into the postwar era, the Black Metropolis boasted a vibrant alternative sphere of exchange and trading that supplanted the mainstream commercial sphere. It was not only a necessity, it was also a core part of the cultural life of the region. Politicians grew famous by dispensing patronage in the form of city contracts and off-the-books work–sometimes for a kickback and always for a vote on election day. In entertainment and gambling, unreported income was always available if one had connections to the ward boss, madam, or loan shark who controlled numbers, betting, local lotteries, brothels, and gambling parlors. Storied films like Uptown Saturday Night and Cotton Comes to Harlem spoke to the flattering view that many people, not just in black America but the country as a whole, held of the shady aspirant. For centuries, the outlaw, fighting both government and the entrenched powers to rise above the fray and accumulate wealth, has been an American hero, and in the mid-twentieth century this figure found an avatar in the black ghetto hustler.

After the civil rights era, Maquis Park suffered the fate of many American inner cities. Its wealthier classes left and moved into previously segregated areas, while its working and poor households remained. The area lost whatever mitigating effect on poverty the better-off households once contributed–to ensure that some streets were cleaned, that some parks were maintained, that some schools were kept in decent condition–and blight overwhelmed the physical landscape. Many of the beautiful brownstones reached a level of disrepair that required attention beyond the financial resources of their owners. Apartment buildings became abandoned due to neglectful landlords and the out-migration of the middle- and upper-class families. Sanitation services grew insufficient, and one saw litter and refuse everywhere. The homeless set up camp in the abandoned buildings but also in shanties alongside roads and in parks. People sat idle and out of work nearly everywhere.

But the alternate economy continued to thrive. Indeed, the underground economy was fast becoming a primary economy for black ghetto dwellers. Buying goods cheaply, whether on the street or in the alley, behind closed doors or outside of the neglectful state, was still part of their recipe for household survival. Off-the-books services, from tax preparation and general labor to security and entertainment, were plentiful.

Hustling was the word coined in popular discourse to refer to the indefatigable and creative attempts by the down-and-out to find work, make a buck, and make ends meet. But importantly, hustling included not only the labor to find illicit earnings, but also the work entailed in dealing with the consequences of living by shady means. Hustling meant insecurity, crime, and exploitative behavior, to which people had to respond. And in a time period when policing was inadequate and law enforcement relations with inner-city neighborhoods throughout black urban America were colored by neglect and distrust, it meant people sometimes had to take matters into their own hands. Thus, the hustle also involved a diverse set of strategies to make sure that the shady world did not completely ruin the social fabric. These strategies were often as creative as the illegal activities themselves. Whether they settled disputes or enforced underground contracts, people hustled not only to put food on the table, but also to maintain order in their streets and communities.

In time, the coexistence of despair and the outlaw lifestyle would draw the attention of those in the wider world. A wellspring of public scrutiny arrived at the doorstep of communities like Maquis Park in the eighties, after nearly two decades of poverty, unemployment, business failure, and high crime had swept through and ravaged the social and physical landscape. In academic and press reportage, critics and scholars tried to make sense of the apparently marked remove of the black ghetto from the mainstream. In The Truly Disadvantaged, sociologist William Julius Wilson diagnosed the presence of a subclass of black Americans living not only in conditions of extreme impoverishment, but also in relative remoteness from their surrounding city. More than their inability to find work marked their social isolation, Wilson argued. They suffered from inadequate integration into many urban institutions, from the police and schools to philanthropy and the press. And, he pointed out, unlike the mid-twentieth century there were no middle-class persons to serve as role models or provide social controls over unruly and delinquent behavior that was now growing out of control.

Following Wilson’s essay, a flurry of critical assessment arose over the black ghetto. Scholars focused on the household as the root cause of isolation, deploying all kinds of statistical data–such as the alarming rate of teenage pregnancy, high rates of welfare dependency, absentee fathers and mother-led families–in an effort to isolate the role of black family formation in the reproduction of poverty. Detailed press reports, like Ken Auletta’s The Underclass, spoke of the cultural pathologies, such as a lack of work ethic and a predilection for unruly behavior, that had been spawned in areas seemingly forgotten by time and morality. Human interest reportage, like Alex Kotlowitz’s There Are No Children Here, pointed out the limited mental horizons of inner-city youth and young adults; few of these young people could envision a life for themselves beyond the ghetto, in marked contrast to the yuppies who were defining the renewed American spirit in the era of globalization. By the beginning of the eighties, when cities initiated revitalization programs to attract middle- and upper-class residents, the ghetto was pitied for what it lacked (normal families, good schools, working adults) and criticized for what it boasted (gangs, drugs, and crime).

In a way, this kind of attention to the urban underclass was nothing new. From the late nineteenth century onward, Chicago’s black communities (and those in other major industrialized cities) were the repositories for public indignation and, eventually, some type of social reform. The clarion call of distress over a population living outside the social mainstream occurred every two or three decades. Depending on the political climate (conservative or progressive), policies like mass arrest and incarceration, urban renewal and housing construction, philanthropic investment and community development, would follow to integrate the disenfranchised. America’s concern in the nineties for the dispossessed black inner city, seeing in it a form of existence that must be razed and then restored, is really part of a long history of inveighing against and expressing moral outrage at how the minority poor live.

In the midst of this public clamor and sometimes self-righteous inspection, Maquis Park and many other alienated and poor black communities perdure. Though not always in full measure and in comfort and security, households manage. Parents feed and clothe children, chaos does not rule, and people experience joy and see beauty. Residents deal with problems, like crime and delinquency, even if their ways of coping and maintaining social order do not receive much attention. And, as this book contends, an important dimension of their daily struggle to create a habitable place to live and work has occurred behind the scenes. Their labor takes place with resources amassed in the underground economy. Their work to restore order and keep Maquis Park safe and secure takes place often outside government agencies that can be, at varying times, neglectful and begrudging in allocating resources, yet spiteful in the drive to police and punish. Their collective labors have coalesced largely outside the watchful eye of media and scholars, for whom the tragedies of poverty have perhaps justifiably attracted more attention than the simple and remarkable ways in which people actually tend to their affairs in such environs. This book is about making visible these everyday shady efforts by Maquis Park residents to maintain their community.

The Revolution devours its own daughters: Over My Shoulder #36, from Inventing Human Rights: A History by Lynn Hunt

Here’s the quote. This is from chapter 4, There Will Be No End of It, in Lynn Hunt’s new book, Inventing Human Rights: A History. The chapter has to do with the expansive logic of natural rights, and the way in which the universalizing ideal gradually (though, in the French case, fairly rapidly) to encompass demands for religious freedom, the emancipation of the Jews, rights for free blacks, the abolition of slavery, and the liberation of women. Unfortunately, in the end, the self-styled vanguard of the Revolution was more willing to recognize the rights of their brothers than they were with certain other of their siblings.

In September 1791, the antislavery playwright Olympe de Gouges turned the Declaration of the Rights of Man and Citizen inside out. Her Declaration of the Rights of Woman insisted that Woman is born free and remains equal to man in rights (Article 1). All citizenesses and citizens, being equal in its [the law’s] eyes, should be equally admissible to all public dignities, offices, and employments, according to their ability, and with no other distinction than that of their virtues and talents (Article 6). The inversion of the language of the official 1789 declaration hardly seems shocking to us now, but it surely did then. In England, Mary Wollstonecraft did not go as far as her French counterparts in demanding absolutely equal political rights for women, but she wrote at much greater length and with searing passion about the ways education and tradition had stunted women’s minds. In Vindication of the Rights of Woman, published in 1792, she linked the emancipation of women to the explosion of all forms of hierarchy in society. Like de Gouges, Wollstonecraft suffered public vilification for her boldness. De Gouges’s fate was even worse, for she went to the guillotine, condemned as an impudent counterrevolutionary and unnatural being (a woman-man).

Once the momentum got going, women’s rights were not limited to the publications of a few path-breaking individuals. Between 1791 and 1793, women set up political clubs in at least fifty provincial towns and cities as well as in Paris. Women’s rights came up for debate in the clubs, in newspapers, and in pamphlets. In April 1793, during the consideration of citizenship under a proposed new constitution for the republic, one deputy argued at length in favor of equal political rights for women. His intervention showed that the idea had gained some adherents. There is no doubt a difference, he granted, that of the sexes [sic —RG] … but I do not conceive how a sexual difference makes for one in the equality of rights. … Let us liberate ourselves rather from the prejudice of sex, just as we have freed ourselves from the prejudice against the color of Negroes. The deputies did not follow his lead.

Instead, in October 1793, the deputies moved against women’s clubs. Reacting to street fights among women over the wearing of revolutionary insignia, the Convention voted to suppress all political clubs for women on the grounds that such clubs only diverted them from their appropriate domestic duties. According to the deputy who presented the decree, women did not have the knowledge, application, devotion, or self-abnegation required for governing. They should stick with the private functions to which women are destined by nature itself. The rationale hardly sounded new notes; what was new was the need to come out and forbid women from forming and attending political clubs. Women may have come up least and last, but their rights did eventually make the agenda, and what was said about them in the 1790s—especially in favor of rights—had an impact that has lasted down to the present.

Just people: Over My Shoulder #35, Nikolai’s story about work at Chernobyl, from Poor People by William T. Vollman

Here’s the quote. This is from chapter 3 of William T. Vollman’s new book, Poor People. It’s a sometimes compelling and sometimes tiresome book; Vollman went around cities in the U.S. and all over the rest of the world, interviewing (urban) poor people in several different countries, bringing back their stories and their answers to questions like Why are you poor? and Why are some people poor and other people rich? The compelling part are the actual stories; the tiresome part, which appears only a little in this passage but a lot more elsewhere, is Vollman’s insistent, neurotic handwringing about his own position as a rich American and his own authorial presence in the tale. (There’s nothing wrong with being upfront about these things; but there’s also nothing interesting in spending 2, 5, or 8 pages musing about your trouble in writing about poor people’s stories, which you could have spent actually letting them talk about their own stories.) Anyway, this passage comes from Vollman’s visit to Russia in 2005, when he met an eighty year old woman in front of a church, who was begging to help support herself and a family of four — her daughter Nina, her son-in-law Nikolai, and two grown grandchildren, Marina and Elena.

Nina, who had been the family’s agent of verification twice in my case (first she telephoned the interpreter to inquire about our motives and resources, and then when I had invited myself into their home she had been the one who emerged from the doorway graffiti’d KISS MY ASS to inspect me), who calmed her husband whenever he got overly worked up against the government, and who seemed to be closest to the two daughters, had originally seemed to me, even taking into consideration Oksana, who in spite of being the breadwinner was after all eighty-one years old and who so frequently wept, the most capable physically, mentally, and emotionally. Nina was a handsome, careful woman who was aging well.

I had no idea that things would turn out this badly, she said. They promised us an apartment in Petersburg. We had no idea; we were actually lied to. We were told that my husband was sent there for construction, not to clean up. We heard about it on the radio, but they told him that he would be at a safe distance from the contamination. He was away for three months. He wrote letters. He was forbidden to let us know that anything was wrong. So I took him at face value; I thought that my husband would never deceive me. His health problems began immediately. He could no longer complete an eight-hour workday, so they proposed to fire him.

And what did you do?

I sat with the children a lot and also taught grade school.

When did you know that something was wrong? I asked.

I knew exactly when they measured me, the man replied. My exposure was nine point four.

And what did you know before they sent you to Chernobyl?

I didn’t know, he said. On my official military ticket they put down that I would only build houses, nothing else.

I had always thought that the USSR was fair to the workers, I said.

That is absolutely not true, he insisted, raising his voice. Fairness to workers is only what they scream about in the newspapers. I have written a letter to Putin. They reply told me to contact the regional authorities who have already ignored me.

The man had lost some of his hair. He was very lanky in his old blue suit, and sported a strangely pale and bony face.

He showed us his card which bore the date 1986, an incorrect year, which meant that he couldn’t prove that he had been at Chernobyl and therefore remained ineligible for compensation. (Here something must have been lost in translation or else Nikolai Sokolov was confused, for the date of explosion was in fact April 1986. Perhaps his part of the cleanup took place in 1987, for he later said: From ‘88 to ‘94 we lived in Volgograd trying to get housing.)

Have you stayed in touch with the other workers?

No, he said.

His wife thought the date to be merely an error. But he was sure that the government wanted all personnel in the cleanup crews to die.

I think that Moscow is responsible, he said. The whole point was to change the situation so that no one is responsible for what they have done to the people.

How are you today?

Unwell, he replied.

His wife said: When he was in the hospital, he got treatment. Then, when he had no more housing, that meant no more treatment…

I produced more radiation than the X-ray machine used to measure my lungs! he cried in proud horror. It was a four and I was a ten, so the X-ray was unsuccessful.

Was your presence dangerous to your family?

The lady who works the machine has to wear a lead apron against level four and I am a level ten, so absolutely. The situation was caused intentionally…

How was your life before Chernobyl?

He stood there folding his arms, thought, then said: My life was stable and very simple. I put in ten hours at the factory. Now I get the shakes and my joints ache. I am a house builder. I build from the bottom up. That is how I was trained, but I branched out into different types of work. Work is work everywhere. I started branching out into factory work and office work but then I started being discriminated against. I wasn’t making the same rate as others—

As I said, there were no more chairs in the Sokolovs’ flat, so he stood. I, the guest, observer and rich man, sat. By now he’d begun to exert a weird effect upon me with his lank hair and bald forehead, his heavy greying eyebrows.

When you went to Chernobyl what did it look like?

Very regulated. We would get on a particular bus, travel to an intermediate area, put on our suits, then go to the main reactor compartment. We would carry armatures and concrete, and pour the concrete. Japan sent robots inside the reactor, but the radiation was so high that those new, shiny robots became useless. They just stood there.

What did it look like inside?

The reactor was already capped with concrete when we got there. But there was a machine tunnel next to it, the mechanical chamber. What had blown out of the reactor in the explosion landed there: walls, pencils, whatever. In the beginning we had to run, not walk, because the radiation was so high. We were in there with shovels wearing masks. We were only there for several seconds at a time. Five seconds per day was what we worked. We would run in, shovel one load into a trench, then run out. The trench was six to eight meters deep. Once the tunnel had been cleared out we were told that it was all right to walk. When the trench had been filled, we pumped concrete over it. Downstairs where we worked, we wore fabric suits. On the roof they wore lead suits. They were better protected.

How many workers did you see?

There were several busloads of people every day, just for our shift.

Why didn’t they just fly over it in an airplane and drop sheets of lead?

Elena, sitting in her chair, brushed her pale hands together and said something bitter in Russian. Meanwhile the man grew more and more loud, leaning forward ever closer. —I’ve asked myself that many times. The reason is that they were too cheap to spend the money and chose instead to expend people.

Elena echoed bitterly: Just people.

It’s war, but people basically end up dead. Our veins are clogged, so they just tell us to drink more vodka, which makes it worse.

How many people have died?

I don’t know. I don’t listen to the radio. I’m tired of listening to fables.

If you hadn’t gone to Chernobyl, what would your life be like today?

I would continue building houses, he shrugged. I would be able to have a decent job, and enough money.

Raising the Child

As early as possible, it’s valuable to establish relationships with your child that are similar to the relationship you have with your lover.

The child should have his own world where he is clearly the sovereign. That means a room of his own that is subject to his control alone. If he doesn’t take care of it, he’ll learn the consequences of that sooner or later. But if he’s forced to keep it as his parents wish, he’ll never discover for himself the consequences of alternative courses of action.

He should also have other property to use in whatever way he chooses. Property isn’t owned if it can be used only in approved ways.

You’ll have to decide how he’ll obtain his property. He can earn it, receive an allowance, get outright gifts, or he can receive property in any combination of these ways.

But once he receives something, it’s important that he learn to understand what it means to own something and be responsible for its preservation. He shouldn’t be taught to expect automatic replacement of any of his property that he might destroy.

The importance of his sense of ownership can be seen by observing the difficulties many adults have in dealing with the world. For close to two decades, most people are led to believe that they aren’t sovereign.

Then, suddenly, they’re thrust out into the world, and expected to make far-reaching decisions concerning their lives. It’s no wonder that they have difficulty foreseeing the consequences of their actions and fall back on any authority that appears to be competent to make decisions for them.

I believe the child will be far better equipped to face the world if he understands how the world operates right from the beginning. He can easily learn what it means to make decisions and to experience the consequences of his decisions.

This means, too, that he should be helped to understand that you have your property, also. Show him which areas are off limits to him or require permission before he can use them. Even the dining table he eats on will belong to someone; part of his arrangement with the owner can include table privileges.

Obviously, a two-year-old child won’t have an explicit understanding of these matters. But there are two ways that he can understand them at the earliest possible age. One is that he can learn by example if the entire family operates in this way.

The second way is by never being taught otherwise. For some reason, many parents seem to think it important to change systems at some point in a child’s age. They first teach him he has no authority over his life, and then try later to instill a sense of responsibility in him. In the same way, they first want him to believe that Santa Claus loves and rewards him and then later want him to understand that it’s the parents who love him. I think it would make a considerable difference if the child were never taught anything that you intend to reverse later.

It’s important that each of the three of you be a separate human being with his own life, his own interests, and his own property. None of you is living for the benefit of the others; rather, each should be there because he wants to be. And each will want to be there if it’s a setting where he can live a meaningful life of his own choosing.

It obviously isn’t necessary that each member of the family own his own washing machine, stove, and living-room furniture; nor is it necessary for permission to be requested every time a non-owner wants to use something. Various things can be made available to other members of the household on a till further notice basis. But the ultimate ownership should never be in doubt.

If these principles don’t seem attractive to you, it may be because you’ve never been married. You may never have seen the hundreds of insignificant joint decisions that preoccupy most married people.

I’ve never known a family who used these principles who didn’t find them a great relief and advantage over normal ways of handling such matters.

A Sovereign Child

If you want your child to understand that he lives in a world in which his future will be of his own making, encourage that by letting him deal directly with the world as much as possible. Let him experience the consequences of his own actions.

Naturally, you don’t intend to let him discover first hand a very dangerous consequence of something he wants to do. But it’s important to deciade in advance where you will draw the line. How far will you let him go in making his own decisions? Don’t leave it to decide each time the matter arises. Have a clearly defined policy in advance that will prevent inconsistencies.

Be available to let him know your opinions—without implying that your opinions are binding on him. Let him think of you as a wiser, more experienced person—but not as a moral authority who stands in the way of his living his own life.

Be a source of information and opinion concerning the consequences of acts. Let him learn that the nature of the world he lives in (not the attitudes of people bigger and smarter than he is) sets the limits on what he can and cannot do in the world.

If you recognize him as an individual who is allowed to learn for himself, a genuine friendship can develop between you. He’ll be willing to talk to you about his ideas, plans, and problems—because he won’t have to fear the moral retribution that most parents inflict when they disagree with their children’s ideas and actions.

Parents who fear letting their children make decisions fail to realize that their children do make decisions on their own. You can’t possibly control all your child’s actions. So the best security you can have comes from two conditions: (1) allowing the child to learn as early as possible that his actions have consequences to him; and (2) developing a friendship that will make it possible for him to come to you when he needs help.

If either of these conditions is missing, you shouldn’t be surprised if you find out about crises only after they’ve happened. A child who knows that acts have consequences and who knows that he has a wise friend will be more likely to consult his friend before risking something dangerous.

The Color of Violence: Introduction

Many years ago when I was a student in San Diego, I was driving down the freeway with a friend when we encountered a Black woman wandering along the shoulder. Her story was extremely disturbing. Despite her uncontrollable weeping, we were able to surmise that she had been raped and dumped along the side of the road. After a while, she was able to wave down a police car, thinking that they would help her. However, when the white policeman picked her up, he did not comfort her, but rather seized upon the opportunity to rape her once again.

Angela Davis’s story illustrates the manner in which women of color experience violence perpetrated both by individuals and by the state. Since the first domestic violence shelter in the United States opened in 1974, and the first rape crisis center opened in 1972, the mainstream antiviolence movement has been critical in breaking the silence around violence against women, and in providing essential services to survivors of sexual/domestic violence. Initially, the antiviolence movement prioritized a response to male violence based on grassroots political mobilization. However, as the antiviolence movement has gained greater prominence, domestic violence and rape crisis centers have also become increasingly professionalized, and as a result are often reluctant to address sexual and domestic violence within the larger context of institutionalized violence.

In addition, rape crisis centers and shelters increasingly rely on state and federal sources for their funding. Consequently, their approaches towards eradicating violence focus on working with the state rather than working against state violence. For example, mainstream antiviolence advocates often demand longer prison sentences for batterers and sex offenders as a frontline approach to stopping violence against women. However, the criminal justice system has always been brutally oppressive towards communities of color, including women of color, as the above story illustrates. Thus, this strategy employed to stop violence has had the effect of increasing violence against women of color perpetrated by the state.

Unfortunately, the strategy often engaged by communities of color to address state violence is advocating that women keep silent about sexual and domestic violence to maintain a united front against racism. Racial justice organizing has generally focused on racism as it primarily affects men, and has often ignored the gendered forms of racism that women of color face. An example includes the omission of racism in reproductive health policies (such as sterilization abuse) in the 2001 United Nation World Conference Against Racism. Those forms of racism that disproportionately impact women of color become termed simply women’s issues rather than simultaneously racial justice issues.

There are many organizations that address violence directed at communities (e.g., police brutality, racism, economic exploitation, colonialism, and so on). There are also many organizations that address violence within communities (e.g. sexual/domestic violence). But there are very few organizations that address violence on both fronts simultaneously. The challenge women of color face in combating personal and state violence is to develop strategies for ending violence that do assure safety for survivors of sexual/domestic violence and do not strengthen our oppressive criminal justice apparatus. Our approaches must always challenge the violence perpetrated through multinational capitalism and the state.

It was frustration with the failures on the part of racial justice and antiviolence organizations to effectively address violence against women of color that led women of color to organize The Color of Violence: Violence Against Women of Color conference held at the University of California-Santa Cruz on April 28-29, 2000. The primary goals of this conference were to develop analyses and strategies around ending violence against women of color in all its forms, including attacks on immigrants’ rights and Indian treaty rights, the proliferation of prisons, militarism, attacks on the reproductive rights of women of color, medical experimentation on communities of color, homophobia/heterosexism and hate crimes against lesbians of color, economic neo-colonialism, and institutional racism; and to encourage the antiviolence movement to reinsert political organizing into its response to violence.

In the years leading up to the American Revolution, the radical revolutionaries, those who wanted to break away from Britain and were prepared to go to war, were a minority, but they were the most vocal and articulate and the best organized faction. Proponents of nonviolence know that it is often not the largest but the best organized and most articulate group that prevails. It is not clear that the decision to go to war against the British was the majority opinion of most of the revolting colonies, but the radicals proceeded and made it a fait accompli.

Another enduring lesson of history is that it is always easier to promote war than peace, easier to end the peace than end the war, because peace is fragile and war is durable. Once the first shots are fired, those who oppose the war are simply branded as traitors. All debate ends once the first shots are fired, so firing shots is always an effective way to end the debate. The silence may not last for long, as the War of 1812, World War I, Vietnam, and Iraq, all unpopular wars, demonstrate, but there is always a moment of enforced silence when debate and criticism are banished and this moment gives the war boosters at least a temporary advantage.

In February 1775 the British sent 240 soldiers to Salem, Massachusetts, to seize ammunition and weapons that the rebels were amassing. Though the nonviolent defense of a weapons cache does not truly qualify as nonviolence, the townspeople’s plan averted violence and prevented the opening of a shooting war. They simply pulled up the drawbridge into town and made the British negotiate entry, which the British did by giving assurances that they would not disturb the town. Apparently the colonists at the drawbridge were less concerned about the fate of the weapons than the principle that the British army had to ask permission before entering their town. According to Hobbesian logic, such happy solutions only put off the inevitable, which came on April 19, when another British column attempted to seize another rebel arms cache, this time in Concord. Whether or not this qualified as what Hobbes termed Natural Law, the reality was that elements among the rebel movement had decided that they wanted a shooting war, and once that kind of decision is made, it is, as a rule, almost impossible to avoid it. American revolutionaries intercepted the British column in Lexington. The rebels only exchanged a few shots and a number of them were killed. Each side claimed the other side had fired first, though all the casualties of this brief first engagement were on the rebel side. The British marched on to the supply depot in Concord. But the shots had been fired, the war begun, and the debate ended.

Curiously, up until those few shots were fired in Lexington, the rebels, even while arguing for war, had been spectacularly successful at what could be considered nonviolent resistance. Both demonstrating and rioting for a wide range of causes were commonplace in eighteenth-century America. One historian, Paul A. Gilje, counted 150 riots and street actions in the thirteen colonies just between 1765 and 1769. Though rules of class conduct were not rigid, generally the upper classes wrote pamphlets and negotiated, while the lower classes took to the street. The lower classes would cart around effigies of officials at their demonstrations before hanging, burning, or beheading them. Even before television there was a belief that effective nonviolence needed to be visual, needed a sense of theater to attract an audience. When the British passed the Stamp Act in 1765, the colonists staged a series of demonstrations throughout the colonies. In Charleston, South Carolina, two thousand demonstrators protested taxes by burning effigies and then staging a mock funeral for the death of American Liberty. The stamp officials were forced to resign in every colony but Georgia. The demonstrations were accompanied by a boycott of British goods. The result of all this was that within a year the act was repealed. But the following year the British attempted another taxation scheme, the Townsend Acts, which, because they only taxed imports indirectly, the British hoped would be more palatable.

The working poor were angry about their economic plight and they were not always nonviolent. They attacked and destroyed homes of officials, and looting was not uncommon. The intellectual leaders, being largely men of property, opposed these acts of destruction and tried to keep the street protests orderly. There was clearly a class division, and the upper-class leaders had to negotiate with the street leaders. The former tried to keep elements that they thought of as rowdy out of demonstrations. They sometimes banned black people from participating in demonstrations, convinced that they were an inherently unruly race.

In 1768 the Massachusetts Assembly dissolved rather than collect the Townsend duties. Not entirely nonviolent, the revolutionaries formed mobs to harass customs officials. On March 5, 1770, boys began throwing snowballs at British troops in Boston. The troops began pushing. Men came to the aid of boys. When one British soldier was struck with a club, he responded by firing into the crowd. Other soldiers also fired and five colonists were killed. When the British soldiers were brought to trial, John Adams, a moderate, defended them and noted in defense of the troops that black people were in the crowd. As a matter of fact, a mulatto man, Crispus Attucks, was among the victims. The British were acquitted.

By 1770 the British recognized the Townsend Acts to be another political and financial disaster and repealed them. But the tax on tea remained. This led to the most famous act of nonviolence in the American colonial period.

The American revolutionaries, in their prewar days, were particularly effective in their use of an important nonviolent tool, the boycott. Women began weaving cloth by hand rather than buy fabric from British mills. Homespun became the fashion. Spinning bees became patriotic gatherings. One result of the tea boycott was that Americans very quickly became coffee drinkers. But there were many debates in Boston on how to take the tea boycott even further. On December 16, 1773, sixty revolutionaries, dressed as Mohawk Indians, boarded three ships in Boston Harbor and dumped 342 chests of tea valued at £10,000 into the sea. This was a perfectly managed act of nonviolent protest. There were no incidents of looting or vandalism. According to legend, one padlock was broken and the revolutionaries replaced it.

Though far less famous today than the Boston Tea Party, the crowning achievement of American colonial civil disobedience, the one that John Adams considered the turning point of the American Revolution, came in 1774, before any shots were fired. The colonies were becoming ungovernable and unprofitable. The British were responding with repression, including the so-called Coercive Acts, which cost them more money and tied up more troops. From the point of view of the rebels, the British response was ideal, as it was mobilizing public opinion against England. One of the new repressive measures enacted by the British Parliament, intended as a response to the Boston Tea Party, was the Massachusetts Government Act passed in the spring of 1774. It removed the right of Massachusetts’ elected representatives to have a say in the appointment of judges. When the new British-appointed Court of Common Pleas for the county of Worcester tried to sit in September, thousands turned out to block them. Of the estimated six thousand, about one thousand were armed. They stopped the court from coming to session and formed a convention that effectively took over, closing courts and freeing prisoners.

The weapons, which were not used, were unnecessary, since no armed force opposed them. Everywhere else in Massachusetts where the British tried to open a Court of Common Pleas, they were also stopped by huge crowds, which often had no weapons at all. The crowds were large enough to keep the courts closed, force the judges to resign, and keep the army helplessly at a distance.

The revolution had overthrown the government in Massachusetts without a shot being fired. Why, then, did the rebels turn to arms? Sentiment was already strongly anti-British. John Adams wrote to Jefferson late in his life, The revolution was in the minds of the people, and in the union of the colonies, both of which were accomplished before the hostilities commenced. So why was the war necessary? Jonathan Schell in The Unconquerable World astutely noted that the participants in other revolutions had reached similar conclusions. The Romantic writer François René de Chateaubriand, who lived through the French Revolution, said almost the exact same thing: The French Revolution was accomplished before it occurred. And Leon Trotsky, one of the authors of the Russian Revolution, wrote, The declaration of October 23 had meant the overthrow of the power before the government itself was overthrown.

So if revolutions are accomplished in the minds of the people, why must they be followed by force of arms? Why do almost all political theorists—not only Locke, Hobbes, and Rousseau, but later ones such as Marx and Lenin—insist that a revolution must be an armed movement? If the outbreak of war is inevitable, as seventeenth-century thinkers believed, history teaches the lesson that its inevitability does not rest, as they believed, on natural law, but on individuals incapable of conceiving of another path. Is the source of violence not human nature, as Hobbes contended, but a lack of imagination?

In the case of the American Revolution, could independence have been accomplished without warfare? The British gave up on America even though the Americans had scored very few military victories in the war, because they wanted to get on with other business, including their European wars, and could not afford to tie up military and money in these colonies any longer. But the path of disruption and protest had already been tying up British troops, costing British money, making the colonies unprofitable—the very reasons that Britain later gave up the war and negotiated peace. Colonies were supposed to earn, not cost. It seems quite possible that the British withdrawal could have been achieved by continuing protest and economic sabotage.

Over My Shoulder #31: J.R. Hummel on the occupation and the insurgency in the border states during the American Civil War

The Ministry of Culture in this secessionist republic of one does not recognize President’s Day as a national holiday, but our Foreign Service thought that it might make interesting reading for our American neighbors. Here’s the quote. This is from Chapter 5 of J. R. Hummel’s excellent history of the American Civil War, Emancipating Slaves, Enslaving Free Men (ISBN 0-8126-9312-4). Hummel’s book has the advantage of being perhaps the only comprehensive historical overview of the Civil War that avoids counterhistorical nostalgia for the marble men of either the North or the South. (If anything, the dominant trend in Civil War historiography has been counterhistorical nostalgia for both.) Here’s a bit about how the slave lords of the South and the Great Emancipator waged their war in the border states of Missouri, Kentucky, West Virginia, and Maryland. Observers of modern-day Deciders and insurgents may find some interesting points to note.

Holding Maryland and Missouri

Four slave states on the border remained to be heard from: Delaware, Maryland, Kentucky, and Missouri. Only tiny Delaware was unquestionably loyal. In Maryland popular sentiment was bitterly divided. The governor was timidly pro-Union, whereas the majority of the legislature leaned toward secession. Maryland, however, was vital to the Lincoln Administration. It not only contained Baltimore, the country’s third largest city; the state also isolated the nation’s capital, itself a southern town, from the free states further north. No sizable regular army units were on hand for Washington’s defense, and with Confederate flags already visible across the Potomac River to the south, Lincoln feared he might have to flee.

The arrival of the first regiment to answer Lincoln’s call, the 6th Massachusetts, did nothing to dispel the panic. A mob had attacked the troops in Baltimore as they shuttled between train stations. In the ensuing melee shots were exchanged. Four soldiers and at least nine civilians died, with many more injured. While the 6th Massachusetts limped into Washington, Baltimore officials burned the railroad bridges and cut the telegraph wires.

Not until more regiments began pouring into the beleaguered capital a week later was it truly secure. Lincoln then suspended the writ of habeas corpus along the military line between Philadelphia and the District of Columbia and clamped a military occupation down upon Maryland. The governor convened the legislature in the northwest part of the state, where unionism was strong. Although the legislature rejected secession, it came out for the peaceful and immediate recognition of the independence of the Confederate States; the state hereby gives her cordial consent thereunto, as a member of the Union. The legislature also denounced the present military occupation of Maryland as a flagrant violation of the Constitution.

The military authorities soon began imprisoning prominent secessionists without trial. The writ of habeas corpus was a constitutional safeguard to prevent such imprisonments without sufficient legal cause, and one of the incarcerated Marylanders, John Merryman, attempted an appeal on that basis. Chief Justice Roger B. Taney, sitting as a circuit judge, ordered Merryman released, but federal officials, acting under Lincoln’s orders, refused. The aging Chief Justice, just three years from death’s door, thereupon issued a blistering opinion holding that only Congress had the constitutional right to suspend habeas corpus. The President certainly does not faithfully execute the laws, if he takes upon himself legislative power, by suspending the writ of habeas corpus, and judicial power also, by arresting and imprisoning a person without due process of law, declared Taney. If Lincoln’s action was allowed to stand, then the people of the United States are no longer living under a Government of laws, but every citizen holds life, liberty and property at the will and pleasure of the army officer in whose military district he may happen to be found.

Lincoln simply ignored Taney’s opinion. He also wrote standing orders for the Chief Justice’s arrest, although these were never served. The President did not ignore, however, the increasingly outspoken Maryland legislature when it lodged a sharp protest with Congress. Rather, Secretary of State Seward ordered a lightning statewide raid that jailed thirty-one legislators, the mayor of Baltimore, one of the state’s Congressmen, and key anti-Administration publishers and editors. At the state’s next election in the fall of 1861, federal provost marshals stood guard at the polls and arrested any disunionists who attempted to vote. The outcome was further rigged by granting special three-day furloughs to Marylanders who had joined the Union army so that they could go home and vote. Unsurprisingly, the new legislature was solidly behind the war.

Events in Maryland inspired the words to one of the Confederacy’s favorite marching songs, Maryland, My Maryland. Written by James Ryder Randall, they were adapted to the music of O Tannenbaum:

The despot’s heel is on thy shore,

Maryland!

His torch is at thy temple door,

Maryland!

Avenge the patriotic gore

That flecked the streets of Baltimore,

And be the battle queen of yore,

Maryland! My Maryland!

I hear the distant thunder-hum,

Maryland!

The Old Line’s bugle, fife, and drum,

Maryland!

She is not dead, nor deaf, nor dumb—

Huzza! she spurns the Northern scum!

She breathes! she burns! she’ll come! she’ll come!

Maryland! My Maryland!

The song with only minor changes eventually became the state’s official anthem, but Maryland was never able to come to the Confederacy.

Farther west, the border state of Missouri contained a larger population than any other slave state outside of Virginia. A special convention chosen by the people had rejected secession before the attack on Fort Sumter. But the state’s newly elected governor, Claiborne Jackson, a former border ruffian, favored the Confederacy and refused Lincoln’s call for troops. The governor controlled the state militia, which was in spring encampment near St. Louis. The local Union commander, the impetuous and intolerant Captain Nathaniel Lyon, precipitated open hostilities by surrounding the militia encampment with his own force of regulars and hastily recruited German immigrants. The militia laid down their arms, but a crowd gathered that was not so peaceful. The raw Union recruits fired indiscriminately, killing twenty-eight mostly innocent bystanders.

This provocation converted many Union sympathizers into secessionists. One delegate to the state convention, who had voted against Missouri’s secession, announced his change of heart to a city crowd. If Unionism means such atrocious deeds as have been witnessed in St. Louis, I am no longer a Union man. The Lincoln Administration’s heavy-handed ineptitude had managed to provoke open hostilities within a state that had not formally seceded. The legislature rallied behind Governor Jackson and granted him dictatorial powers, but Federal troops chased them all out of the state capital. Missouri ended up with two shadow governments, one in the Union, the other in the Confederacy. Declaring the governorship vacant and the legislature abolished, the anti-secessionist members of the state convention operated without elections as a provisional government loyal to the Union for the next three years. The remnant of the legislature, meanwhile, joined the deposed governor in aligning with the Confederacy.

The real power in Missouri was the Federal military, which gained nominal control over most of the state. A ferocious guerrilla war devastated the countryside, however. John C. Frémont, who assumed command of the Union’s Western Department, imposed martial law at the end of August. Circumstances, in my judgment, of sufficient urgency render it necessary that the commanding general of this department should assume the administrative powers of the State. On his own authority, Frémont freed the slaves of those in rebellion and confiscated all their other real and personal property. He also proclaimed the death penalty for any captured guerrillas. All persons who shall be taken with arms in their hands within these lines shall be tried by court-martial, and if found guilty will be shot. … All persons who shall be proven to have destroyed, after the publication of this order, railroad tracks, bridges, or telegraphs shall suffer the extreme penalty of the law.

The President countermanded the precipitate emancipation and replaced Frémont in order to placate what loyal sentiment was left in the various border states. But Missouri remained under martial law. The internecine warfare was further aggravated as Kansas jayhawkers crossed the border and took revenge for the earlier efforts of the Missouri border ruffians to extend slavery into Kansas. What one historian has called a maelstrom of retaliation and counter-retaliation built to a howling crescendo. During the war’s second summer, the most notorious band of Confederate partisans, lead by William C. Quantrill, descended upon Lawrence, Kansas, burned the business district to the ground, and murdered in cold blood every male inhabitant they could locate—183 in all.

Union commanders responded with such harsh measures as General Order No. 11, which forcibly relocated nearly all the residents of four western counties in Missouri, destroyed their crops, and razed their homes and barns. The relocation made no effort to distinguish between citizens loyal to the Union and those disloyal. Only six hundred persons were left in Cass County, which before the war had a population of ten thousand. After observing a boat that was crowded full of deportees, one Federal colonel expressed the bitterness widespread among Union soldiers toward a populace that had spanwed Bushwackers. God knows where they are all going for I don[‘]t nor do I care, he wrote his wife. I think if we get rid of the women then it will not be hard to get rid of [the Bushwackers]. This legacy of hatred, dating back six years before Fort Sumter, would continue to plague Kansas and Missouri long after the rest of the country attained peace. Many of the desperate young boys whose families were banished and who rode with Quantrill, such as seventeen-year-old Jesse James, would not abandon their violent grudges until they reached the grave.

Kentucky and West Virginia

The Union handling of Kentucky, birthplace of both Lincoln and Davis, was initially more tactful than its handling of either Missouri or Maryland. Fear that this border state would join the Confederacy was one of the major reasons that Lincoln had revoked Frémont’s emancipation proclamation. The Kentucky Legislature would not budge till that proclamation was modified, he confided in private correspondence. I think to lose Kentucky is nearly the same as to lose the whole game. Kentucky gone, we can not hold Missouri, nor, as I think, Maryland. These all against us, and the job on our hands is too large for us. We would as well consent to separation at once, including the surrender of this capitol.

Although Kentucky’s governor favored secession and refused to supply Lincoln with militia, the state’s unionists were numerous enough to get the legislature to declare neutrality. This kept Kentucky free from either side’s armies for four months. When Confederate troop movements violated the neutrality, the legislature invited Union forces to expel the invaders. Many individual Kentuckians, however, had already enlisted in the Confederate ranks. They elected a convention that passed an ordinance of secession and set up an alternative state government. Thus Kentucky, like Missouri, was represented in both the Confederacy and the Union.

The Confederate military never could consolidate control over Kentucky, and the Union embrace squeezed tighter as the war heated up. Federal authorities declared martial law; required loyalty oaths before people could trade or engage in many other daily activities; censored books, journals, sermons, and sheet music; and crowded the jails with Rebel sympathizers. By 1862 the military was interfering with elections, preventing candidates from running, and dispersing the Democratic convention at bayonet point. The net result was that the people of Kentucky felt greater solidarity with the rest of the South at the war’s end than at its beginning.

The Lincoln Administration carved still another border state out of the mountains of northwestern Virginia. Owning very few slaves, the regions residents had long been disaffected from Virginia’s tidewater oligarchy. Moreover, the strategically crucial Baltimore and Ohio Railroad ran through the region. Confederate guerrillas cut the railroad within the first month after Sumter. But General George Brinton McClellan led about 20,000 Ohio volunteers into western Virginia in one of the war’s earliest campaigns. By the end of July he had reopened the railroad and driven out enemy formations.

McClellan was a short, dapper man, of only thirty-five, with a natural military bearing. His conciliatory proclamation to the local populace stood in marked contrast to Frémont’s policy in Missouri. To the Union Men of Western Virginia: … I have ordered troops to cross the river, McClellan announced. But they come as your friends and your brothers—as enemies only to the armed rebels who are preying upon you. Your homes, your families, and your property are safe under our protection. All your rights shall be religiously respected. This included property in slaves, notwithstanding all that has been said by the traitors to induce you to believe that our advent among you will be signalized by interference with your slaves. Indeed, not only will we abstain from all such interference, but we will, on the contrary, with an iron hand, crush any attempt at [slave] insurrection. Future campaigns would convert McClellan’s west Virginia success into a minor skirmish by comparison. But at this early date, it gained him a fawning reputation in northern newspapers as the Young Napoleon.

Virginia’s northwestern counties, however, could not yet legally establish a separate state, because the United States Constitution requires permission from the parent state. So instead, the Lincoln Administration organized the loyal residents of the western counties into a pro-Union government for the entire state. The legislature of this bogus Virginia government then authorized the separation of the northwestern counties in May 1862. When West Virginia entered the Union in 1863, the new state encompassed not only unionist counties but also many that would rather have remained part of Confederate Virginia.

The Confederate government made its own attempt in the far west to do the same as the Union did in Virginia. Settlers in the southern and western parts of the New Mexico territory were sympathetic to the South, so in early 1862 they formed the new territory of Arizona and attached themselves to the Confederacy. This separation did not last long, however. Federal troops recovered these settlements later that summer.

The Civil War experience throughout the entire borderland, in short, comprised variations on a single pattern. While military occupation maintained formal Union sovereignty, popular feelings were torn, setting neighbor against neighbor and sometimes brother against brother. Kentucky, home to the now deceased Henry Clay, sent three of the Great Pacificator’s grandsons to fight for the North and four to fight for the South. From Maryland, Missouri, Kentucky, and West Virginia together, about 185,000 white men served in the Union armies, while 103,000 served in the Confederate armies. Occasionally opposing units from the same border state would engage each other on a battlefield. Nowhere was the designation Civil War more apt.

Over My Shoulder #30: Shana Penn on the women who built the Polish dissident press, from Solidarity’s Secret: The Women Who Defeated Communism in Poland (2005)

Here’s the quote. This is from the introductory chapter of Shana Penn’s 2005 study, Solidarity’s Secret: The Women Who Defeated Communism in Poland (ISBN 0-472-11385-2). Penn is discussing what she found when she went to Poland to research Solidarity, the worker’s opposition movement that played a decisive role in the collapse of martial law and the Communist regime itself in Poland during the 1980s.

The prisons and internment camps made up another major locus of dissent. After the imposition of martial law, defiantly irrepressible intellectuals such as Adam Michnik and Jacek Kuroń communicated from their jail cells, appealing to the nation to stop living lies and, instead, to live as if we are free. The imprisoned writers penned dazzling essays that were smuggled to the illegal press for publication.

It was the opposition press, which flourished illegally for most of the 1970s and 1980s, that was the third of the major, nonfactory sites of resistance. That enterprising, albeit clandestine, industry, brought people together on the same page, so to speak, to get real news, not state propaganda, and to debate what an open society might look like. The illicit newspapers, magazines, bulletins, and books it published were called bibuła, the Polish term for illegal papers produced during periods of censorship. Analogous to the Russian word samizdat, to self-publish, bibuła had the advantage of being a Polish word.

It was the illegal press that provided 1970s oppositionists with a practical vehicle to activate and coalesce support from the three, very different social groups that were fundamental to making change: the Intelligencja (a nineteenth-century way of saying public intellectuals and a term that continued to be used through 1989); the Workers, with a capital W (a purely communist term that the opposition brilliantly appropriated to argue for free trade unions); and the Polish Catholic clergy, the spiritual leaders most tolerated in the antireligious Soviet Bloc. (The political restraints on their power made the clergy unusually tolerant. They turned their backs on abortion and divorce, and they assisted women activists, even those who were single mothers, such as several of the protagonists of this story.)

Significantly, the illegal press was the chief playing field on which women were able to carve out distinctive, influential roles for themselves in the opposition. They distinguished themselves as editors, publishers, journalists, and communications strategists long before the world beyond Poland’s police-patrolled borders had begun talking about the Information Age. Much of my research leading to this book was to take place in the realm of the opposition press, but I had no inkling of that when I began my journey.

Arriving in Warsaw in the summer of 1990, I was aware that women made up approximately 50 percent of Solidarity’s ten-million strong membership—proportional to women’s presence in the labor force. However, their political representation in the formal solidarity structures was significantly smaller. As one rose in the Solidarity hierarchy, the numers of women diminished. Only 7.8 percent (69) of the 881 delegates to the Solidarity Congress [in September 1981] were women; only one woman sat on the National Executive [Committee], reported U.S. historian Barbara Jancar.

As I began collecting Polish women’s stories, I kept the following questions in mind: If Solidarity’s political leadership was male dominated, in what ways, then, had women participatd? Were there particular issues or activities to which they gravitated? Did they demonstrate special organizing styles? Were there unsung heroines among them or any forgotten events?

The first clues surfaced when several women I interviewed in the summer and winter of 1990 made statements such as the following:

A group of women in Warsaw managed the Solidarity Press Agency after Solidarity was created; then they organized Tygodnik Mazowsze [Regional Weekly] during martial law; and after 1989, they created the first free press, Gazeta Wyborcza [Election Gazette].

When martial law was declared, woemn started the underground in Warsaw.

Men thought they were in charge, but women pulled all the strings.

Listening to first one woman’s memories and then another’s, I heard a subject (a group of women), a place (the Warsaw underground), an occupation (the media), and a date (after the Decemer 13 declaration of martial law) repeatedly linked. Alerted to the possibility that something of consequence might connect the individual stories being told, I formulated a new core interview question: Where were you when martial law was declared, and what did you do? The following picture emerged:

After Solidarity spent sixteen months flexing its newly legal political muscles, the government declared martial law and immediately arrested some ten thousand activists—around nine thousand men and one thousand women. With most of the male leadership either imprisoned or driven into hiding, a core group of women rose up to reconnect Solidarity’s nationwide network of contacts, to protect the leaders in hiding from the secret police, to arrange meetings, and to smuggle money and equipment into the country. By January 1982 a uniquely all-female team based in Warsaw had pulled together unions and volunteers, moved typewriters and printing presses into attics and back rooms, and begun producing Tygodnik Mazowsze, which became the voice of the Solidarity underground.

Working as a team, the women possessed the management skills, confidence, and media savvy to organize a large-scale, illegal publishing operation that served the entire nation, mobilized hundreds of thousands of individuals in support of Solidarity, and enlisted the help of thousands of supporting players—from reporters and printers to distributors and smugglers. The paper thus bolstered the growth of civil society under the repressive conditions of martial law, when it was humanly and technically almost impossible to coordinate nationwide activity.

Like nearly everyone else, the secret police were unaware that the leading newspaper of the 1980s underground was a female-run enterprise and that the thousands of people who helped produce and distribute it took their instructions from an all-woman editorial team. Blinded by sexism, the secret police hunted diligently for the men they assumed to be behind the newspaper—Solidarity men in hiding whose names had appeared in bylines. Keen to arrest and silence the paper’s key personnel, the police completely overlooked its editors and publishers—Helena Luczywo, Joanna Szczęsna, Anna Dodziuk, Anna Bikont, Zofia Bydlińska, and Malgorzata Pawlicka. They also overlooked Ewa Kulik, who coordinated the operations of the Warsaw underground in collaboration with Tygodnik Mazowsze. These seven women called themselves Damska Grupa Operacyjna (Ladies’ Operations Unit), or simply DGO, and they form the core group of this study.

Most of these women could trace their roots as oppositionists back as far as high school; many were involved in the brutally suppressed student protests of 1968; and by the mid- to late 1970s the majority had already anchored their activism in the arena of illegal publishing, which was just becoming a mainstay of the growing democratic opposition. When Solidarity became legal, many of the DGO women ran the Solidarity Press Agency, called AS, communist Poland’s first uncensored news service and digest. During martial law they made Tygodnik Mazowsze a reality. And when it was time to clear the political ground for democratic governance in 1989, they founded the first postcommunist daily, Gazeta Wyborcza.

Beginning with their work at AS, the women shaped illegal publishing into an instrument of civic activism. They made a point of building up their communication channels so they could be used to foster a well-informed society. They planned media strategies on the premise that knowledge is power and communication is the underpinning of action. By December 13, 1981, they were already skilled at publishing and distributing newspapers, organizing protests, and petitioning the government, and when martial law craced down, they reacted immediately. Determined to outmaneuver the military junta, these women were poised to lead the telerevolution.

Martial law was not a time for spectacular actions, for demonstrating, for organizing public events, or making speeches. To throw a bomb against [the authorities] would have been suicide, Polish émigré author Irena Grudzińska-Gross told me in 1991. The road to salvation [was] in thinking and creating. … Without Tygodnik Mazowsze, the underground could not have existed. It was a form in which political opinions and declarations could be made. It was a link among people in finding sympathizers in a dangerous time when people were dispirited.

In a 1999 interview that appeared in Media Studies Journal, Polish-born journalist Anna Husarska confirmed what Irena and several Solidarity women had told me years earlier. The media and especially the print media were Solidarity. All right, Solidarity was a trade union and the workers had demands and the intellectuals supported the workers, but the civil society in Poland was built through the underground press. Almost everybody was involved in either the writing or the printing or the distributing or the transporting or even the producing of the ink. Everyone felt involved. What Husarska did not note or explore, either in this article or in her 1989 piece in the Book Section of the Sunday New York Times, were the identities of the women behind the underground press she described and analyzed.

In 1985 Barbara Jancar published an essay that discussed women’s role in the Polish opposition in the 1970s and 1980s. She concluded that Solidarity’s leadership was male dominated and that its reform agenda did not consider women’s interests outside the family. She also characterized women’s activism at the time as having been spontaneous, symbolic, and endorsed by men. While her essay remains an important introduction to gender dynamics in the Polish opposition, it does not uncover the identities or the roles of women spearheading the opposition press, who were intellectuals, not working-class women. Jancar’s main focus was on women workers because Solidarity was regarded as a working-class phenomenon. There was no indication in her findings that some women had already begun to institutionalize their distinctly female methods of operation at locations outside the realm of workers’ strikes.

The view from inside the movement looked wholly different from what those outsiders had recorded. It came as a great surprise when I listened to Wroclaw activist Barbara Labuda characterize women’s role in the underground during our first interview in 1991. Men didn’t have the skills to manage the underground. Women were the brainpower, she declared. The women chiefs, as she referred to the regional activists, rebuilt the communication channels, organized secret meetings, arranged for the transfers of money, found contacts at Western embassies, spoke to the press, and developed relations with local and foreign clergy. When Solidarity members needed aid, they came to the women. When Western reporters requested interviews, they met with the women. I gave a lot of the interviews but not in my name. I wrote all of the men’s speeches, Barbara admitted. My women friends in other regions share experiences similar to mine—we had to protect our own identities.

In order to protect their identities from discovery by the government or the secret police, the Tygodnik Mazowsze editors insisted on anonymity when speaking to the Western press and perpetuated the myth of working-class men as the superstars of resistance. They worked behind the scenes as invisible organizers in order to publicize the words, deeds, and leadership of their male colleagues. Strategically, they felt that this was the way to gain popular support and to rebuild the splintered movement. And they succeeded.

Here’s the quote. This is from the opening essay of My Sister, Guard Your Veil; My Brother, Guard Your Eyes, a collection of essays by Iranian writers, artists, and intellectuals. The essay is The Stuff Dreams are Made Of, by Azar Nafisi (known to you, perhaps, as the author of Reading Lolita in Tehran). Here she talks about women’s struggle in Iran, before, during, and after the Islamic Revolution, including some things that even well-meaning folks in the United States (let alone the bellowing blowhard brigade) tend to forget:

In the fall of 1979, I was teaching Huckleberry Finn and The Great Gatsby in spacious classrooms on the second floor of the University of Tehran, without actually realizing the extraordinary irony of our situation: in the yard below, Islamist and leftist students were shouting Death to America, and a few streets away, the U.S. embassy was under siege by a group of students claiming to follow the path of the imam. Their imam was Khomeini, and he had waged a war on behalf of Islam against the heathen West and its myriad internal agents. This was not purely a religious war. The fundamentalism he preached was based on the radicla Western ideologies of communism and fascism as much as it was on religion. Nor were his targets merely political; with the support of leftist radicals he led a bloody crusade against Western imperialism: women’s and minorities’ rights, cultural and individual freedoms. This time, I realized, I had lost my connection to that other home, the America I had learned about in Henry James, Richard Wright, William Faulkner, and Eudora Welty.

In Tehran, the first step the new regime took before implementing a new constitution was to repeal the Family Protection Law which, since 1967, had helped women work outside the home and provided them with substantial rights in their marriage. In its place, the traditional Islamic law, the Sharia, would apply. In one swoop the new rulers had set Iran back nearly a century. Under the new system, the age of marital consent for girls was altered from eighteen to nine. Polygamy was made legal as well as temporary marriages, in which one man could marry as many women as he desired by contract, renting them from five minutes to ninety-nine years. What they named adultery and prostitution became punishable by stoning.

Ayatollah Khomeini justified these actions by claiming that he was in fact restoring women’s dignity and rescuing them from the degrading and diabolical ideas that had been thrust upon them by Western imperialists and their agents, who had conspired for decades to destroy Iranian culture and traditions.

In formulating this claim, the Islamic regime not only robbed the Iranian people of their rights, it robbed them of their history. For the true story of modernization in Iran is no that of an outside force imposing alien ideas or—as some opponents of the Islamic regime contend—that of a benevolent shah bestowing rights upon his citizens. From the middle of the nineteenth century, Iran had begun a process of self-questioning and transformation that shook the foundations of both political and religious despotism. In this movement for change, many sectors of the population—intellectuals, minorities, clerics, ordinary people, and enlightened women—actively participated, leading to what is known as the 1906 Constitutional Revolution and the effective implementation of a new constitution based on the Belgian model. Women’s courageous struggles for their rights in Iran became the most obvious manifestation of this transformation. Morgan Shuster, an American who had lived in Iran, even stated in his 1912 book, The Strangling of Persia: The Persian women since 1907 had become almost at a bound the most progressive, not to say the most radical, in the world. That this statement upsets the ideas of centuries makes no difference. It is the fact.

By 1979, at the time of the revolution, women were active in all areas of life in Iran. The number of girls attending schools was on the rise. The number of female candidates for universities had increased sevenfold during the first half of the 1970s. Women were encouraged to participate in areas previously closed to them through a quota system that offered preferential treatment to eligible girls. Women were scholars, police officers, judges, pilots, and engineers—present in every field except the clergy. In 1978, 333 out of 1,660 candidates for local councils were women. Twenty-two were elected to the Parliament, two to the Senate. There was one female Cabinet minister, three sub-Cabinet undersecretaries (including the second-highest ranking officials in both the Ministry of Labor and the Ministry of Industries), one governor, one ambassador, and five mayors.

After the demise of the shah, many women, in denouncing the previous regime, did so demanding more rights, not less. They were advanced enough to seek a more democratic form of governance with rights to political participation. From the very start, when Islamists attempted to impose their laws against women, there were massive demonstrations, with hundreds of thousands of women pouring into the streets of Tehran protesting against the new laws. When Khomeini announced the imposition of the veil, there were protests in wihch women took to the streets with the slogans: Freedom is neither Eastern nor Western; it is global and Down with the reactionaries! Tyranny in any form is condemned! Soon the protests spread, leading to a memorable demonstration in front of the Ministry of Justice, in which an eight-point manifesto was issued. Among other things, the manifesto called for gender equality in all domains of public and private life as well as for the guarantee of fundamental freedoms for both men and women. It also demanded that the decision over women’s clothing, which is determined by custom and the exigencies of geographical location, be left to women.

Women were attacked by the Islamic vigilantes with knives and scissors, and acid was thrown in their faces. Yet they did not surrender, and it was the regime that retreated for a short while. Later, of course, it made the veil mandatory, first in workplaces, then in shops, and finally in the entire public sphere. In order to implement its new laws, the regime devised special vice squads, called the Blood of God, which patrolled the streets of Tehran and other cities on the lookout for any citizen guilty of moral offense. The guards could raid shopping malls, various public spaces, and even private homes in search of music or videos, alcoholic drinks, sexually mixed parties, and unveiled or improperly veiled women.

The mandatory veil was an attempt to force social uniformity through an assault on individual and religious freedoms, not an act of respect for traditions and culture. By imposing one interpretation of religion upon all its citizens, the Islamic regime deprived them of the freedom to worship their God in the manner they deemed appropriate. Many women who wore the veil, like my own grandmother, had done so because of their religious beliefs; many who had chosen not to wear the veil but considered themselves Muslims, like my mother, were now branded as infidels. The veil no longer represented religion but the state: not only were atheists, Christians, Jews, Baha’is, and people of other faiths deprived of their rights, so were the Muslims, who now viewed the veil more as a political symbol than a religious expression of faith. Other freedoms were gradually curtailed: the assault on freedom of htep ress was accompanied by censorship of books—including the works of some of the most popular classical and modern Iranian poets and writers—a ban on dancing, female singers, most genres of music, films, and other artistic forms, and systematic attacks against the intellectuals and academics who protested the new means of oppression.

In a Russian adaptation of Hamlet distributed in Iran, Ophelia was cut out from most of her scenes; in Sir Laurence Olivier’s Othello, Desdemona was censored from the greater part of the film and Othello’s suicide was also deleted because, the censors reasoned, suicide would depress and demoralize the masses. Apparently, the masses in Iran were quite a strange lot, since they might be far more demoralized by witnessing the death of an imaginary character onscreen than being themselves flogged and stoned to death …. Female students were reprimanded in schools for laughing out loud or running on school grounds, wearing colored shoelaces or friendship bracelets; in the cartoon Popeye, Olive Oyl was edited out of nearly every scene because the relationship between the two char
